NET First Responder Courses

Do I need a HAZWOPER Course?
Hazardous material training for emergency services personnel fall into five categories:

  1. First Responder Awareness, NFPA and OSHA
  2. First Responder Operations, NFPA and OSHA
  3. Hazardous Materials Technician, NFPA and OSHA
  4. Hazardous Materials Specialist, NFPA and OSHA
  5. Incident Commander, OSHA

 

Did you know that Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) language can be difficult to digest? Determining which training course(s) emergency service personnel may require can often be confusing.

The training required depends on current level of certification, as well as the type of job duties personnel will or will potentially be performing. All emergency services personnel—fire department, emergency medical services, and law enforcement—must comply with HAZWOPER guidelines.

NFPA or OSHA

Both the National Fire Protection Association (NFPA) and OSHA develop hazardous material standards and certifications. The NFPA standards apply to fire fighters, while the OSHA standards apply to all employees that may be called upon to come into contact with hazardous materials as part of their required duties.

 

      

Training Levels:

First Responder Awareness is designed for individuals likely to witness or discover a hazardous material release and who have not been trained to take any action beyond notifying the proper authorities.

First Responder Operations is designed to prepare individuals in all aspects of awareness, as well as recognizing a potential incident, isolating the area, and taking defensive actions without touching the product.

Hazardous Materials Technician is designed for individuals whose responsibilities include responding to, characterizing, and cleaning up a hazardous material spill/event.

Hazardous Materials Specialist is designed for technicians who specialize in the remediation of a particular hazardous substances.

Incident Commander is for individuals who assume a position of leadership for an event, arranging the proper remedial actions, alerting the pertinent agencies, and organizing and overseeing the Hazardous Material Technicians working the scene.

An annual refresher course is required to maintain
training compliance at all levels.

Helpful Tips:

Emergency Medical Services (EMS):
EMS personnel are often the first on the scene and therefore should be given First Responder Awareness level training, as a minimum. If EMS personnel must handle victims who have only been superficially decontaminated or have not been decontaminated at all, training to the First Responder Operations level would be required.

The emergency response plan for the jurisdiction should clearly define who will be responsible for decontaminating victims during an emergency response. EMS personnel should be trained in accordance with the responsibilities they will be expected to assume during an emergency response, as described in the community emergency response plan.


Law Enforcement:
Police officers should be trained to the First Responder Awareness level as a minimum.

HAZWOPER First Responder Operations A person who responds to releases of hazardous substances as part of the initial response to the site for the purpose of protecting nearby persons, property, or the environment from the effects of the release. This includes police, fire, and EMS. Hazmat Technician A person who responds to releases or potential releases of hazardous substances for the purpose of stopping the release. The Technician assumes a more aggressive role than an Operations-level First Responder, as they will approach the point of release in order to plug, patch, or otherwise stop the release of a hazardous substance. This includes those responsible for emergency response at a fixed site, such as a manufacturing or chemical facility, as well as public safety personnel, including police, fire and EMS.
